Linux or Android handheld?
This is the first choice to make, and it matters more than the brand.
Linux handhelds
The Miyoo Mini Plus and ANBERNIC RG35XX Plus run lightweight Linux systems. They are cheap, start quickly and are simple to use, and the community makes custom firmware for them. They suit older consoles.
Android handhelds
The Retroid Pocket 5 and AYN Thor run Android 13. They cost more but have far faster chips, so they can handle newer consoles, and you can install apps, including streaming and official retro collections, from the Play Store.
